New Model creation should not create a PackageDiagram

Steps to reproduce:

1. Create a new UML Project
2. The model is created and initialized with:
   1. a Package Diagram
   2. a Package Import for PrimitiveType

The new UML Project must not create a PackageDiagram when the model is created.

At the end of the creation, we should have no diagram created.
