[releng] Need to update target platform with respect to SW designer

Papyrus for Robotics currently uses a nightly 2023-03 update-site for Papyrus SW Designer. In the context of the SW Designer 3.1 release, the nightly update site has moved to 2024-06 and the 2023-03 update-site is no longer available. This causes a build failure. The nightly update site should be replaced with a release update-site.
