feat: implement post converter for general traffic signs
This aims to provide the implementation of post converter for traffic signs along with unit tests and integration tests.
Eclipse GitLab is currently experiencing a surge in traffic from automated processes and bots. We are investigating ways to block this traffic with minimal impact on legitimate users. Stronger measures, such as removing anonymous access, would likely be effective but would disrupt normal use. Thank you for your patience
