Draft: fix: resolve junction lanes for objects/signals

Junction lanes share one physical lane, so signals and objects on junction roads got duplicate assigned lanes, and traffic lights were assigned to every logical lane of the junction.

Deduplicate the assigned lanes and register logical lane ids in the id provider, so traffic lights use their own logical lanes.
