fix: ensure center line has at least 2 points

CreateCenterLineGeometry could return polylines with 0 or 1 points, producing malformed lanes that break downstream consumers. Guarantee a minimum of 2 points so consumers always receive well-formed lanes, and add tests covering the edge cases.
