Intergration into Eclipse CI
Add jenkinsfile and related scripts to integrate Mantle into the Eclipse CI

- Support for Linux and Windows
- The necessary dockerimage is provided by @nmraghu (nmraghu/mantleapi:latest - as long as we don't have a better choice - Eclipse issue)
