Update TrafficSwarmParameters
Changes:
- Replaced scalar velocity by speed range to match XOSC v1.2
- Added support for environment's controller's speed change
Eclipse GitLab is currently experiencing a surge in traffic from automated processes and bots. We are investigating ways to block this traffic with minimal impact on legitimate users.
