feat: Add UserSetting s overshoot tolerance

This PR exposes the new RoadLogicSuite s_overshoot_tolerance (road-logic-suite!201 (merged)) as a user-configurable setting (s_overshoot_tolerance_in_m) instead of relying only on the library default.

Context: previously, any object/signal S-coordinate exceeding a road's length caused a hard failure in RLS. A new RLS PR introduces a configurable s_overshoot_tolerance that snaps slightly-overshooting S values to the road's end and sends a warning message, while still throwing for overshoots beyond the configured tolerance.
