Add guard for malformed polyline segment

In a certain case with an invalid polyline definition in a xodr map, a NaN was passed to gtgencore´s polyline chunking, that turned into MIN_INT during int32 static_cast (GetChunkKey); this created an extremely long segment, and the chunking of that segment would cause an OOM kill
