wifi support and networkmanager integration

Adding support for wifi by integrating networkmanager.
This allows upstream hardware support without having to write new wifi hdf drivers.
With this, ActsWifiJSApiTest acts test is passing on rasperrypi4-64 and we verified a successful connection to a wifi access point
