cve-check issues on world with distros without x11 (meta-java)

Description

We have pushed fixes for cve-check failures on world when distro doesn't enable x11 (for example in oniro). Due to a slow upstream process, we have taken these fixes in our staging layer. When the upstream catches up:

update manifest for meta-java
revert the commits brought in by: !296 (merged)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
