Fix llvm-strip corrupting ELF headers of go binaries

We're affected by LLVM upstream bug https://github.com/llvm/llvm-project/issues/53999

This should be fixed to allow stripping sysota and friends with LLVM tools.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
