Upgrade the docs-builder container image to 22.04 and drop pip for sphinx-tabs

The container image for docs-builder was downgraded to focal due to impish being discontinued (see #724 (closed)) and temporary not having access to the launchpad account Oniro is currently using. With this downgrade, we were forced to switch to pip for sphinx-tabs as that is not available in focal.
