Use the EF bot account for CI git commits

A new bot account for Oniro was created as part of https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/15650. Use it to unblock failed ECA commits as part of the Oniro infrastructure.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
