NAT64 solution for IPv4-only transit network

Description

The NAT64 work started in Jasmine (and put on hold due to time constraints) need to be finished up. This will allow IPv6-only subnets (like OpenThread and Matter over it) to reach back to the internet and cloud services through IPv4-only transit networks (e.g. you home network or your ISP network).

Decide between tayga and jool as NAT64 solution
Provide a default configuration for selected solution
Offer default configuration in some Yocto/OE layer for use in blueprints
