Description
Actually SECO JUNO (SBC-D23)'s BSP U-Boot is based on Rockchip community BSP U-Boot version 2017.09.
Porting to the U-Boot newest mainline version will also require porting of Rockchip BSP pathes.

Current results achieved:
It is possible to upgrade U-Boot to the newest mainline version, but without SPL U-Boot and trust images (trusted-firmware-a with/without op-tee), that are still packaged in bootloader firmware using Rockchip binaries and tools.
U-Boot TPL/SPL and trust images built from the mainline source require further development to fit target device.
u-boot.bin, built from the mainline source code and packaged in uboot.img, along with the Rockchip's ddr+miniloader binary and trust.img(without bl32.bin), will properly boot the target device.
