SECO JUNO (SBC-D23) : Enable and check functionality of Ethernet interface

Description
On board there is a FastEthernet interface, made available by a Micrel KSZ8091RBA transceiver interfaced to PX30 RMII. Enable necessary drivers in defconfig file, check device tree configuration, perform functionality test using user space tools and utilities.
