Manifest Implementation for fixing ToC dependency needs CI jobs Fix up

We are implementing the manifest so as to resolve inter-dependency as ToCs are pulled in from multiple repos. By manifest file implementation we would be able to place any topic at any hierarchy level in aggregated docs repo, thus resolve the dependency.

For implementation to go live, certain CI scripts need fixes.
