Define a policy for upstream contribiution

Background

While working on OSTC group project developers have to interact with other communities. Some times the would like to contribute their changes to the upstream.

Right now (mostly due to some technical limitations with using @huewei email - right now we can only send an email from green zone) most of the use their private emails.

Benefit of using private email is convenience but it doesn't help building team credibility.

To do

• Decide on the policy for upstream contribiution (choices are: mandatory using @huawei email, mandatory using private email, leave choice to contributor)
• If we decide that @huavei email is mandatory we have to streamline the contribution process (find a way to contribute from blue zone)
• Agree on copyright headers
• Document the procedure
