pdf issues

• double section numbering (both documents). Section numbering is already present in rst sources. It seems that sphinx adds automatically generated section numbers, so you get "4.2 4.2 Section Title" instead of "4.2 Section Title" (but only when generating PDFs; with html everything seems ok)
• meaningless word "Documentation" added in the cover title of both PDF documents (like "Openharmony Open Source Policy Documentation")
• table at page 6 of the implementation guidelines goes out of page borders instead of continuing in the next page
