Fail to build vending machine image (sporadic)

On current code base (goofy) build is failing on:

oe-core/meta/recipes-support/icu/icu_70.1.bb:do_package

ERROR: QA Issue: icu: Files/directories were installed but not shipped in any package:
  /usr/lib/lib
Please set FILES such that these items are packaged. Alternatively if they are unneeded, avoid installing them or delete them within do_install.

Is there any plans to update oe-core layer? I see some changes since (but I am not sure it will fix packaging):

Update: same problem with upstream's recipe :

oe-core/../oniro/meta-oniro-staging/recipes-support/icu/icu_71.1.bb:do_package

but I think this package built on gateway... I'll confirm
