Missing/mismatched license descriptions in features

While testing the installation of all features for 2.2.0, it looks like the SQLite features are missing the license description, and that we have two versions of the Eclipse Foundation SUA, one with " and one without. All the source features (i.e. the "Developer Resources" ones) seem to have those " SUAs.
