Upgrade Eclipse Dash license check tool from 0.0.1 to 1.1.1

We currently use 0.0.1-SNAPSHOT from https://repo.eclipse.org/content/repositories/dash-licenses-snapshots. However, that is an old version. According to https://repo.eclipse.org/content/repositories/dash-licenses-snapshots/org/eclipse/dash/license-tool-plugin/:

0.0.1 hasn't had updates since May of last year. The current version is 1.1.1, which was updated today.
