Configure deployment to Eclipse Foundation infrastructure

We release:

• Eclipse IDE-based products
• Update site
• Website(s)

The deployment needs to be automated in Maven.

We'll deploy to:

• https://download.eclipse.org/escet/ (products, update site)
• https://git.eclipse.org/c/www.eclipse.org/escet.git/ (websites/documentation)
