resolves #47 add foundational block pages and lexicon page

This MR initiates the:

• block element page
• block parsing and structural forms page
• block content models page
• spec-wide lexicon page

These pages don't contain all of the information that is related to blocks or the lexicon. The are meant to be added to in the future as we describe additional block elements and other concepts over the course of creating the spec.
