Support RandomNormalLike, Softplus, Reciprocal, Where Operators in Eclipse Aidge

I have seen that maybe the following operators are not supported in Eclipse Aidge:

1. RandomNormalLike
2. Softplus
3. Reciprocal
4. Where

I am planning to add these operators in this project, Is it also possible for me to commit the code so that I can also contribute to this project.
