zephyr-ci-pipelines project in EF gitlab

Proposition to create a new repository project zephyr-ci-pipelines in Oniro group which will be a fork of this MR when approved https://gitlab.com/zygoon/zephyr-ci-pipelines/-/merge_requests/16

Reasons:

• Repository host by zygoon, not under the responsibility of the Oniro project
• Host built images in dockerhub under onirocore (https://hub.docker.com/u/onirocore)
• Gitlab.com limitation in shared runner minutes (building a fork and propose a MR is not so trivial, a full pipeline consume a lots of building minutes, and gitlab has a quota: 400 CI/CD minutes per month)
