[C10.11] Specify interface to request the addition of new nodes to a Cluster

Orchestrator Sends requests for new nodes

• Cluster (name, api-server IP)
• Command to join cluster (with credentials and tokens)
• Resources (CPU, RAM, disk size, disk type, GPU, FPGA, …)
• Node type (Cloud or Edge) Additional information for what kind of node needs to be added to the ENACT Cluster
