[Infrastructure] add Logging Tool as a new service to be deployed in ITI

Goal:

Prepare infrastructure project (Swarm & K8) to deploy Logging Tool project (https://gitlab.eclipse.org/eclipse-research-labs/datamite-project/data-sharing/logging-tool).

Key points:

• Accessed internally by all services to log actions.
• Built on top of node.js and MySQL
