Cannot create codecoApp in new SWM version

Hi @jkgesswein ,

after the latest changes in SWM (VERSION=2.0.12), I tried to deploy a CODECO Application. We have 2 major problems:

1. The "ASSURED" class did not work (I guess it is easy to fix) - (Is this solution incorporated @tjaarda ?)
2. Even without ASSURED, Solver returns error "too much latency" and aborts the placement

When I rolled back to VERSION=2.0.9 (June 13 commit) it worked fine (at least without assured).
