Defining Intervals for AvgServiceCpu, AvgServiceMemory, avgAppCpu, and avgAppMemory

After the WP4 discussions, it is important to provide minimum and maximum capacity values for AvgServiceCpu, AvgServiceMemory, avgAppCpu, and avgAppMemory when they use default values (i.e., when the developer/CAM designer has not provided them). Once these values are available, the PDLC-DP Gatherer will collect them and pass them to the PDLC-DP PP_module for meaningful normalization. This ensures that the rest of the PDLC sub-components receive correctly normalized values.
