Update to support vcs simulator

1- Update compile, run and regression scripts with --simulator arguments to run with VCS simulator

2- Update compile and run scripts with VCS commands

3- Update SystemVerilog syntaxes to LRM 1800-2017

4- Fix unsupported VCS syntaxes with macro "`ifdef VCS"

5- Waived b2b_write_n_op_load_cov and b2b_amo_n_op_load_cov cover properties because consuming +100G simulation memory in regression
