Updating handshake rules section

Update looks bigger than it is. I moved the non-normative notes into a note, and made sure to highlight the signals. Also, I realized this was another area we had to update to take the hartid into account. Finally, I noted that valid may always transition from 0 to 1 to address the issue of @MPEZZIN
