Cv32e40x/merge rel to dev 13 manual

This is the 40x merge from "release" to "dev".

Passes "rel_check" on xcelium for all tests. (Some tests were previously disabled, before the "dev_to_rel" step, and I will re-enable them once on the dev branch again.) I had to solve 1 conflict manually, and that was to remove the dsim guards on "interrupt_assert" (the guards were removed as the issue was fixed). Passes "ci_check" too (checked for good measures). @silabs-hfegran
