Some form fields on projects.eclipse.org allow users to search for and select existing user accounts. For example, the Projects content type includes fields that look up users. We should review these user lookup fields and make sure blocked users are not returned in the search results. Blocked accounts should not be selectable when editing or creating content, since they are no longer active users.
