When a project proposal is created, the system should automatically create a GitLab issue on the EMO board through an API integration. This will help track the proposal review timeline from the initial request through final setup. We should also automate email notifications to the EMO team and the project lead/contact person, including a copy of the submitted form and a link to the GitLab issue. The user should be able to add additional people to CC, similar to the committer and project lead nomination process.
