Add a warning in the "People / Committers" section of the Project Proposals
Add a warning under the **People / Committers** section of the project proposal form to remind users that all committer Eclipse accounts should be created and linked before requesting project provisioning or creating project resources.
## Suggested warning:
> Ensure that all committer Eclipse accounts are created and linked before requesting project provisioning or creating project resources. Missing or incomplete committer accounts may delay repository creation, mailing lists, permissions, and other project setup activities.
