Improve the project proposal form to better help users select a top-level project (TLP). Today, the form is configured to select a parent project, which is usually—but not always—a TLP. We should explore making TLP selection explicit while keeping parent project selection as a secondary step. The default TLP can remain **Eclipse Technology**, but users should also be able to select another TLP when they already know the appropriate one. We should also explore suggesting a TLP based on context, such as the selected working group (e.g., Jakarta EE → EE4J, SDV → Eclipse Automotive). If the correct TLP is not known, projects can continue to default to Eclipse Technology and be finalized later during incubation. ## Discussion points * Make TLP selection explicit. * Limit parent project choices to the selected TLP. * Explore suggesting a TLP based on project context. * Determine when the TLP should be finalized. **Note:** The requirements are not yet finalized and require further discussion before implementation. /cc @carmendelgado
