[Bug 519007] Support downloads

No explicit bug seems to exist.] The PMI has done a good job of providing a uniform minimum presence for Eclipse projects. This is particularly valuable as vintage pages such as https://www.eclipse.org/modeling/tools.php experience increasing bit rot. The PMI currently has minimal support for downloads so that the visibility of downloads is increasingly patchy. The PMI could do a very useful job of at least: - displaying available downloads - displaying archived downloads\ perhaps in the style of: https://www.eclipse.org/modeling/emf/downloads/?project=emf The PMI could also supervise: - hiding/unhiding SimRel contributions - transferring downloads to archive - registering project P2 update contributions - adding mirrors declarations This could perhaps eliminate 90% of the current needs for shell access to build.eclipse.org. The PMI downloads could perhaps be managed by regexes: - paths to downloads, archives, updates - patterns for I/M/N/R/S builds - patterns for build elements For those projects that have their own high quality download page, the PMI could offer two Big Yellow Downloads buttons, one optional if the custom page is available, the other always there formatting in uniform fashion.
