Fix wording: "Request" a review instead of "Schedule" a review
Only the EMO can actually schedule a review. The message at the top of the release record page, however, invites the committer to "Schedule" a review. This should read "Request" a review. Further, we need to provide more help to the committer to understand how the process works.
