The `footer_js.html` partial has a script which uses the `eclipseFdnApi` (our jQuery API). This code sometimes runs before the main JS file executes which causes errors. The eclipseFdnApi waits for the DOM to be loaded but the footer_js script does not. This explains why eclipseFdnApi runs before the eclipseFdnApi.
