Cannot push initial branch for tracked repo
This issue was reported on the Gitlab instance when attempting to push a master branch to a new repo. https://gitlab.eclipse.org/eclipsefdn/gitlab/-/issues/36#note_6619. If the new repo is already tracked before a branch is created, this could present an issue. We should also try to check whether there is a HEAD/main to compare to, as there is some funky behavior when there isn't one:
