Support secrets on organization and repo level

Requested by George Adams: it would be nice to have a way to see the currently configured secrets on organization and repo level at least in read-only mode. This would allow us to understand what is currently there.

For a full update solution we would need to store the secrets itself in bitwarden or pass and reference them via the config very much the same as we do for webhooks.
