Enable deletion of resources

So far otterdog was only creating new or modifying existing resources. Once it is deployed and in use by more and more organizations there will be a need to remove unneeded resources.

Especially for branch protection rules it will be needed to be able to delete unneeded ones as the key is currently a pattern which can easily change.
