Support specifying a template repo when creating new repos

When creating a new repo it would be nice if we have the ability to specify a template repo that sets up the inital content of the repo. That would be extremely helpful for the .eclipsefdn-private repo where this could be pre-filled with e.g. workflows and dependabot configuration coming from a template project.
