As a result of abusive and unreasonable anonymous traffic patterns, we're now requiring authentication to access some GitLab pages and content. We will investigate further to determine if these changes are permanent or temporary.

Add flag to apply existing webhook configuration regardless of changes

As we can not detect changes to the webhook secret, it would be good to have a flag to apply the current webhook configuration, e.g. when changing the secret locally and you want to apply it to GitHub.
