Move the "good standing" projects and releases page out of /projects

The "Eclipse Project Releases in Good Standing" page lists projects and upcoming releases that are in "goodstanding". A project is considered to be in good standing when it has engaged in a successful progress or release review in the last 12 months. A release is likewise considered to be in good standing when the project has engaged in a similarly successful review. The page only displays those releases that are scheduled in the next month.

The marketing team uses this information in newsletters. AFAIK, the use this page to identify the "spotlight" project and upcoming releases in at least one newsletter.
