Add projects page

We are expecting 6-8 projects to be added by this working group by the end of May, and we would like to add the projects page to display them.

This page should be like the project pages on our other working groups sites (ex https://eclipseide.org/projects/)

The page should be a top-level menu item, after "Sponsors" in the menu.

Since the all projects are not yet in the PMI, this is not urgent, but we will want this added in Q2.
