Navigation Bar and Dropdown UI bugs

Dropdown menu is being cut off on y-axis

Navigate to https://sdv.eclipse.org/projects/ or https://sdv.eclipse.org/membership/

The dropdown menu is not fully displaying. It has menu items under the page content.

What it should look like:

Dropdown menu is off the page at a smaller screen size

Text content is collapsing onto the navigation bar

This bug seems to happen on the smaller end of the largest breakpoint.
