Make it more obvious that a proposal is not a project
Project proposals, while in the proposal phase, include the following text:
This proposal is in the Project Proposal Phase (as defined in the Eclipse Development Process) and is written to declare its intent and scope. We solicit additional participation and input from the community. Please login and add your feedback in the comments section.
This text is tiny and grey and hard to spot. It's also the case that Proposal Phase is not necessarily meaningful to somebody who is not immersed in the Eclipse Foundation Development Process.
Let's add an annotation, perhaps as a "yellow box" warning at the top of the page while the proposal is in the Proposal Phase, that states something to the effect of:
This is a project proposal that is currently under review by the EMO and community. A corresponding open source project has not yet been created.
